Note on this version: The zip file is compliant with the FDIS syntax and produces bitstreams decodable by the newer version of UBC JBIG2 decoder (executable provided by Stephen Martucci). In this encoder, however, I had to disable symbol matching between symbols with different sizes. Otherwise the bitstream is not decodable by the UBC decoder. Disabling symbol matching when they have different sizes will have a negative effect on the compression efficiency, although the encoder runs much faster.
